This briefing will provide an overview of how economists analyze the economic, budgetary, and distributional effects of tax policies. What are the fundamental economic decisions most influenced by tax policy, and how are those behavioral effects measured and modeled? How are effects on revenues estimated, and what is meant by a “static” (conventional) vs. “dynamic” score of a tax bill? How do economists study the effects of tax policies on the distribution of income to better understand the magnitudes of potential tradeoffs between the “efficiency” and “equity” goals of tax policy? We will walk through some specific PWBM analyses to illustrate these concepts and methodologies.
